I have at last got my head sorted around the problems I imagined I had.
I had looked at my Office 365 'Account' page which confirmed that I had all the latest updates and that I had the 2013 versions of Office components, e.g.
Various small changes and improved explanations here and there. Version 2.3: September 2006. Access 2003 dialog when opening a database changed (page 8). Look-up fields for foreign keys deleted (last part of section 2.4). Access's automatic creation of relationships caused too much confusion.
Note the 'automatic updates' bit, which clearly hadn't happened and had not been disabled by me. This page also claimed that my files were up to date, which was not true.
Today I decided to go for re-installing Office anyway, from the 'My Account' page:
It worked, and I now have all the 2016 components, including Access 2016 (for Windows), and the Help libraries that go with them and which are the ones I wanted, whereas the 2013 components did not have any help attached.

So it seems to me that the subscription Office 365 does not provide automatic updates. You have to know that they are available, then reinstall. Maybe, to be fair, I have missed something somewhere; I'm becoming quite an expert in how to be confused...........
